Cast a Line Without a License: Texas State Parks Offer Free Fishing Year-Round

Texans looking to enjoy one of the state’s most beloved pastimes can now fish without a license in all Texas State Parks—thanks to the “Free Fishing in State Parks” program, which is open to residents and visitors alike throughout the year.

The program, launched by the Texas Parks and Wildlife Department (TPWD), aims to make fishing more accessible and encourage outdoor recreation across all ages and experience levels. Whether you’re a seasoned angler or a curious first-timer, all you need is your fishing gear, a paid park entry, and a sense of adventure.

“This initiative opens the door for families, students, and new hobbyists to discover the joys of fishing—without worrying about licenses or stamps,” said a TPWD spokesperson. “We want to inspire people to explore the outdoors and connect with nature.”

What You Need to Know

Q: Who qualifies?
Anyone fishing within the boundaries of a Texas State Park is exempt from needing a fishing license or freshwater/saltwater stamps—regardless of age or residency. Visitors are still required to pay regular park entrance fees.

Q: What about size and catch limits?
All standard bag, size, and catch limits remain in effect. Anglers should check with park staff for local rules. For example, if you plan to keep an oversized red drum, you’ll need to purchase an Exempt Angler red drum tag.

Q: Can I fish in a county or city park for free?
No. The license exemption only applies to official Texas State Parks. Park boundaries should be confirmed with rangers or staff before casting your line.

Q: Do I need to bring my own gear?
Not necessarily! Thanks to the Tackle Loaner Program, you can borrow fishing rods, reels, and basic tackle—just like checking out a book from a library.

About the Tackle Loaner Program

TPWD’s Tackle Loaner Program allows individuals and groups to borrow fishing gear at designated locations across the state. Equipment includes:

  • Rods and reels

  • Bobbers, hooks, and weights

  • Full kits for educational group events

To borrow:

  1. Find a participating site at tpwd.texas.gov.

  2. Complete a simple borrower/survey form.

  3. Go fishing!

  4. Return the gear when done.

Some sites may require a refundable deposit, and availability can vary—so it’s best to call ahead to confirm equipment before arriving.

Note: While adults must have a license to fish outside of parks, children under 17 can borrow tackle at all participating sites—but must be accompanied by an adult.

Texas boasts over 70 state parks where you can fish in freshwater lakes, rivers, or even along the Gulf Coast—all without a license. Whether you’re at Goose Island State Park, Inks Lake, or Galveston Island, opportunities to reel in bass, catfish, or red drum abound.
