Help with Your Electric Bill is Here – But You’ll Need to Wait

Struggling to keep the lights on? You’re not alone. Dallas County has a program that can help pay your electric bill, fix your broken air conditioner, and keep your family comfortable – but there’s a catch you need to know about right now.

The Reality Check: You’ll Be Waiting 3 Months

Here’s the honest truth – Dallas County is swamped. They’re seeing so many people needing help that new applications are taking 10 to 12 weeks to process. That’s nearly three months of waiting. But if you need help, don’t let that stop you from applying today.

What is CEAP?

The Comprehensive Energy Assistance Program (CEAP) isn’t just a Dallas County thing – it’s actually a statewide Texas program run by the Texas Department of Housing and Community Affairs. Think of it as a safety net when your electric bill is higher than your grocery budget, and it’s available throughout Texas.

What Can They Help You With?

Your Utility Bills:

  • Electric bills
  • Gas bills
  • Water bills
  • Any utility that keeps your home running

Broken AC or Heater:

  • Repairs for heating systems
  • Air conditioning fixes
  • Critical during Texas summers when AC failure can be dangerous

Do You Qualify?

Here’s the simple test: Your household income must be at or below 150% of the federal poverty guideline. They look at what you’ve earned in the past 30 days before you apply.

What does 150% of poverty mean for your family?

  • 1 person: Around $2,265 per month
  • 2 people: Around $3,052 per month
  • 3 people: Around $3,838 per month
  • 4 people: Around $4,625 per month

(These are approximate 2025 figures – exact amounts may vary)

How to Apply

Step 1: Call them at (214) 819-1848 Fair warning: You’re going to wait on hold. They’re getting tons of calls because of high energy costs.

Step 2: Visit in person if needed Where: 2377 N. Stemmons Freeway, 2nd Floor, Suite 201, Dallas, TX 75207 When: Monday-Thursday, 8:00 AM – 5:00 PM

Step 3: Fill out the application They process applications in the order they receive them – first come, first served.

What You Need to Know Before You Call

  • Be patient: Long wait times are normal right now
  • Have your income information ready: They need your last 30 days of income
  • Don’t wait: Even with the 10-12 week delay, apply as soon as possible
  • Dallas County residents only: You must live in Dallas County to qualify

The Bottom Line

Yes, the wait is frustrating. Yes, three months feels like forever when you’re staring at a $300 electric bill. But this program exists because Dallas County knows people are struggling, and they want to help.

If You Don’t Live in Dallas County

Good news! This same program exists across Texas:

Houston: Call United Way Greater Houston at (713) 590-2327 – they’re also seeing about 8-week wait times

San Antonio: Apply online through the City of San Antonio or check out REAP (Residential Energy Assistance Partnership) for year-round help

Austin: Look into the Customer Assistance Program (CAP) through City of Austin Utilities – they help with both temporary and long-term financial difficulties

South Texas: Community Action Corporation of South Texas provides CEAP assistance and can help repair or replace heating and cooling systems

The income requirements are the same statewide (150% of federal poverty level), but each city may have different application processes and wait times.

Having trouble getting through on the phone? Keep trying different times of day – early morning and late afternoon sometimes have shorter wait times.
