Texas House Speaker Dade Phelan Withdraws from Reelection Bid

AUSTIN, TX - JULY 08: Texas Speaker of the House Dade Phelan, R-Beaumont, gavels in the 87th Legislature's special session in the House chamber at the State Capitol on July 8, 2021 in Austin, Texas. AUSTIN, Texas – Texas House Speaker Dade Phelan announced he will not seek a third term as Speaker of the Texas House, citing a desire to unify the often-divided lower chamber under new leadership.

“This step offers our members the best chance to rally behind a leader who prioritizes integrity, honor, and the ability of all members to represent their districts,” Phelan said.

Phelan has served as Speaker since January 2021. His leadership has faced scrutiny, particularly after narrowly defeating David Covey in a runoff earlier this year. Covey, endorsed by prominent Texas Republicans and former President Donald Trump, received strong support but ultimately lost with 49.3% of the vote.

Lieutenant Governor Dan Patrick and Attorney General Ken Paxton have also accused Phelan of siding with Democrats and failing to advance Republican priorities like school vouchers.

Tensions escalated after Phelan oversaw the House impeachment of Paxton earlier this year, a move that ultimately faltered in the Senate. Paxton called Phelan’s decision a win, claiming his leadership “betrayed Republican voters.”

Phelan confirmed he will continue to serve as a state representative and help select a candidate to lead the House in the upcoming legislative session.

The race to replace Phelan has already begun, with Republican Reps. Dustin Burrows and David Cook vying for the position. The GOP caucus will meet Saturday to decide on a nominee. The caucus requires a 60% majority for endorsement before the vote moves to the full House in January.

House Democrats, who recently elected Rep. Gene Wu as their caucus chair, said they remain focused on addressing key issues like education and disaster recovery.
