Harris County’s Fresh Start program just added 100 more spots for November, but you’ll need to move fast. The August event filled up in under two minutes, with over 2,000 people fighting for 300 slots. This time they’re offering 400 spots, and organizers expect them to disappear even faster.

What Fresh Start Actually Does
Fresh Start seals eligible criminal records and connects people to resources that help them rebuild their lives. A criminal record follows you everywhere—job applications, apartment searches, loan requests, even volunteer opportunities. Sealing that record removes those barriers and gives you a genuine shot at starting over.
The program launched in 2022 and has since helped hundreds of Harris County residents change course after experiences with the criminal justice system. You get your record screened, find out what can be sealed, and connect with resources for everything from debt relief to job placement. All in one morning, all in one location, all at no cost.
New This November: Know Your Rights Workshop
Fresh Start is partnering with the University of Houston Law Center Criminal Justice Clinic to offer something different this time—a workshop on your rights when dealing with police or facing criminal charges.
The Know Your Rights Criminal Law Workshop covers when you can remain silent, when you can refuse consent, when you can walk away, and crucially, when those rights don’t apply or get restricted. The workshop includes time for questions, so you can get clarity on situations that confuse most people.
Understanding your rights doesn’t just help if you’re in trouble. It helps you avoid trouble in the first place. Many people unknowingly waive their rights or make situations worse simply because they don’t know what the law allows.
Harris County Criminal Courts at Law Presiding Judge Erika Ramirez says the expansion reflects the program’s impact. “Fresh Start is making a tangible impact on people’s lives, and that creates a ripple effect throughout our community. We’re excited to continue to expand the program and add new partners that share in our mission.”

Fresh Start brings together multiple organizations offering help with different challenges. November’s event includes:
South Texas College of Law Legal Clinics – Apply for help with civil legal matters like debt relief and estate planning
Consulate General of Mexico in Houston – Get support for Mexican citizens needing legal documents or services, including criminal, civil, immigration, labor, and administrative matters
Harris County Public Health ACCESS Harris County – Register for assistance with education, food security, job placement, counseling, peer support, healthcare and insurance, housing, and transportation
Harris County Voter Registration – Register to vote on site
All these resources operate under one roof for two hours. You won’t find an easier way to access this much help in one place.
How to Actually Get a Spot
Registration opens at noon on October 13 at www.ccl.hctx.net/FreshStart.htm. Watch the Registration Tutorial beforehand so you know exactly what to do when the clock hits noon. Hesitation costs you a spot.
Set an alarm. Clear your schedule for that two-minute window. Have your information ready. The system moves fast, and thousands of other people want the same thing you do.
When and Where
The November Fresh Start happens on November 1, 2025, from 10am to noon at Harris County Jury Plaza, 1201 Congress Street in downtown Houston. Registration is required—you can’t just show up.
Parking downtown can be tricky on a Friday morning. Give yourself extra time or consider taking Metro. The Jury Plaza sits right in the heart of downtown, so public transit gets you there easily.
Why This Matters
A sealed record changes everything. Jobs you couldn’t get before become possible. Apartments that rejected you reconsider. Opportunities that seemed closed open back up. The program aims to reduce recidivism and make communities safer by helping people meet their basic needs and build stable lives.
