The Department of Homeland Security said the man was detained at Newark airport while allegedly trying to leave the country; the homicide charge is an allegation and he is presumed innocent

The Department of Homeland Security said Immigration and Customs Enforcement’s Homeland Security Investigations arrested a Honduran national wanted in connection with a fatal hit-and-run in Maryland as he allegedly tried to leave the country.

According to DHS, HSI arrested Josue David Carranza-Castellon on June 18 as he attempted to board a flight at Newark International Airport. The agency said he was wanted on a charge of negligent vehicular manslaughter, and that HSI coordinated the arrest with Customs and Border Protection in Newark. The charge is an allegation that has not been proven in court, and the defendant is presumed innocent unless and until convicted.

According to DHS, citing local reporting, the hit-and-run occurred June 17 in Gaithersburg, Maryland, when a vehicle the man was allegedly driving veered off the road and struck 56-year-old Brian Roy Longaberger, who died at the scene.

DHS said the man’s record also includes a prior conviction for a fourth-degree sex offense and a separate arrest for lewd or lascivious acts with a minor. That arrest did not result in a conviction noted by the agency, and an arrest is not a finding of guilt.

In a statement, Acting Assistant Secretary Lauren Bis said the man tried to flee the country to avoid facing the hit-and-run case and pointed to his prior record, saying he would face consequences and then be removed from the country.
