AUSTIN, TX - SEPTEMBER 20: LGBTQ rights supporters gather at the Texas State Capitol to protest state Republican-led efforts to pass legislation that would restrict the participation of transgender student athletes on the first day of the 87th Legislature's third special session on September 20, 2021 in Austin, Texas. Following a second special session that saw the passage of controversial voting and abortion laws, Texas lawmakers have convened at the Capitol for a third special session to address more of Republican Gov. Greg Abbott's conservative priorities which include redistricting, the distribution of federal COVID-19 relief funds, vaccine mandates and restrictions on how transgender student athletes can compete in sports. A new bill introduced in the Texas legislature aims to extend the state’s existing ban on gender transition treatments for minors to include all adults. Filed by Republican Rep. Brent Money, H.B. 3399 proposes altering the law’s language by replacing “child” with “person,” effectively prohibiting gender-affirming medical procedures and treatments for all Texans.

If passed, the bill would bar surgeries and puberty blockers used for gender transition, with limited exceptions for individuals with certain genetic conditions and children prescribed puberty blockers to facilitate typical development. Those already undergoing such treatments would be required to taper off them under medical supervision.

Texas, home to an estimated 93,000 transgender adults, already enforces restrictions on transition care for minors following a 2023 law signed by Gov. Greg Abbott. That law faced legal challenges but was upheld by the Texas Supreme Court. Similar restrictions exist in at least 25 other states.
